Open Question: Help on cosplay (need for June 8-10)?

i am going to Sugoku Con (hurray!) and I need help on cosplay. I don't have a lot of money and I don't have a costume shop near me (if you know of one in Billings or Helena, MT please let me know!). The option that is left is to piece together a homemade one. I have blonde hair that is (about) to the middle of my back, green eyes (like I said, not a lot of money for special effects), freckles (able to cover up), I'm skinny (yay). I'm average height for my age (13, 14 when the Con takes place). I have several pairs of different pants, and some different shirts. Nothing really to fancy. I can do almost anything with my hair, and can probably piece together accessories. Also, wear glasses, but I can live without them .
